From December 2022 to May 2023, the National Association of Student Financial Aid Administrators created a task force to examine what changes institutions implemented during the COVID-19 pandemic to their Federal Work-Study (FWS) programs, what challenges they are facing now as they look to transition back to the original regulations, and what flexibilities may be required for this program to continue to be successful in the future.
Come join Cellena Tullos, Task Force Chair and Mary Young, Task Force Member, as they discuss the work conducted during this time including the recommendations for the Department of Education and Congress on ways to improve and increase the FWS Program.

Celena Tulloss, FAAC®, will serve as the upcoming Assistant Vice President of Enrollment Management and Executive Director of FInancial Aid and Scholarships at Auburn University beginning April 15. She has over 20 years’ experience in financial aid, having served in community action scholarship programming, as the Executive Director of Financial Aid at Lincoln Memorial University, the Director of Financial Aid and Scholarships at the University of Tennessee, Knoxville and most recently as the Director of Scholarship Integration and Operations at the University of Utah. Her personal experience, as the child of a first-generation college student from rural Appalachia, resulted in a passion for access and a mission to help others experience the transformative change that
comes from education.
Celena is actively involved in leading professional organizations dedicated to the advancement of
student financial aid, through training and advocacy. She has served in many roles, including the
President of the Tennessee Association of Student Financial Aid Administrators (TASFAA), where she was awarded their highest honor, the Distinguished Service Award. Celena served as the only 2 term President of the Southern Association of Student Financial Aid Administrators (SASFAA), comprising 9 states, Kentucky, Tennessee, Virginia, North Carolina, South Carolina, Mississippi, Alabama, Georgia and Florida. She was recently awarded the SASFAA Distinguished Service Award. Celena also volunteers with the national association, NASFAA, as a member of the Rapid
Response Network, a frequent conference and webinar presenter, a former member of the Board
of Directors and Chair of the Federal Work Study Taskforce.
Mary Young
Associate Director, Student Employment of Southern NH University
Mary is the Associate Director of Student Employment at Southern NH University where she oversees student employment for both the campus and online populations. She also serves as adjunct faculty, teaching Professional Communication and Career Planning.
Mary holds a Bachelor’s in Travel/Tourism Management and Master’s in Higher Education Administration. After some time in the industry, Mary found and fell in love with Student Employment at the University of Maine and never looked back. Mary most recently served as Vice President of Administrative Services for the NSEA board where she led a team in redesigning the Student Employee of the Year nomination process. She also served on the NASFAA Federal Work-Study task force.
